U.S. States with No Front License Plate Requirement (2025 Updated)

If you've ever wondered why some cars on U.S. roads have no front license plate while others do, the answer is: state law. As of 2025, 22 U.S. states do not require a front license plate. This guide covers all of them, including recent legal changes (Utah, Idaho, Nebraska).

The 22 rear-plate-only states (2025)

Recent law changes (2020-2029)

Ohio (July 2020): eliminated front plate requirement after 75+ years. Alaska (2022): now issues only one plate per vehicle. Utah (January 2025): eliminated front plate requirement and switched to flat plates. Idaho (July 2025): front plate only required if vehicle has factory front bracket. Nebraska (effective 2029): removing front plate requirement starting January 1, 2029.

Idaho, Massachusetts, Missouri, Montana, Nebraska, Nevada, South Dakota, Wyoming all have conditional front plate rules — usually exempting vehicles without a factory front mounting bracket. See individual state guides for specifics.

Why front plates exist (and why they're disappearing)

Front plates were originally introduced for law enforcement and toll collection. Modern automatic license plate reader (ALPR) technology, electronic toll systems, and red-light cameras can read rear plates as effectively as front plates. The cost of producing and issuing two plates per vehicle ($2-5 per plate × millions of vehicles) is increasingly seen as wasteful. State legislatures are catching up.

What this means for license plate frames
