License Plate Frame vs Plate Cover — What's Legal, What's Not (2025)

License plate frames and license plate covers look similar, but legally they're very different. Frames are legal in all 50 states (with conditions). Covers are mostly illegal. Here's the 2025 breakdown.

The legal definition

A license plate frame is a rigid border around the plate that does not cover the plate's surface — only the edges. A license plate cover is a transparent or tinted shield over the entire plate. Frames are about presentation. Covers are about obscuring the plate (often deliberately, to evade traffic cameras).

Frame legality (50 states + D.C.)

License plate frames are legal in all 50 states + D.C. as long as they don't obscure: the alphanumeric serial, the state name, the renewal sticker, or any portion of the official state design. atroq frames are designed to comply with the most restrictive state requirements. Cover legality — mostly illegal

California (Vehicle Code §5201.1) prohibits any cover that conceals or obscures any part of the plate, including clear covers. Texas, Florida, New York, Illinois, and most other states have similar prohibitions. Some states allow clear covers for plate protection but ban tinted, refractive, or photo-blocking covers. Photo-blocking covers (designed to obscure plates from automated traffic cameras and red-light cameras) are illegal everywhere.

Edge cases to know
